Long-time state Rep. Steve Holland, a Plantersville Democrat known for his colorful quotes, announced from the House floor on Wednesday that he planned to submit his retirements papers on Thursday. Holland, who has served in the House since 1984, reserved the right to change his mind, but sounded like he was firm in his decision.
